Libraries – the most visited cultural institutions in Vidzeme

To find out what is the cultural offer in the Vidzeme region, and what is the role of citizens and participation in cultural activities, January 2014 to November 2014, Vidzeme Culture and Art Society “Haritas”  in cooperation with the Latvian Academy of Culture  conducted a study “Cultural consumption Vidzeme: Culture availability and citizen participation in cultural activities. “

Vidzeme Culture and Art Society Chairman of the Board Solveig Boicova: “Glad to have done a great job. Vidzeme region’s access to culture and participation in research is the first step in Latvian regions cultural life of local peculiarities and specifics of the research that allowing the development of studies of a similar nature in other regions.

The Implemented research will allow both cultural workers and local governments, and NGOs to recognize which directions for further action to promote access to culture of Vidzeme region. “Research on the whole positive ones – the majority of survey respondents are satisfied with the cultural life of their place of residence and quality.
Evaluating cultural institutions work in their place of residence, the majority of respondents are most satisfied with the library (60%) and cultural center (40%) work. However, a lack of cultural offer of concerts and theater performances by Vidzeme would like to attend. The library is also the most visited cultural institution – it once a month or more frequently visited by 25% of respondents. Most of the respondents attend cultural events, one to three times a year.

Interestingly, the reasons why people do not attend cultural events differs significantly depending on the respondents’ place of residence. Valmiera, compared to the rest of the population as the main inhibitory reason given was that there was no money cultural events (42%), from other cities in Vidzeme as a major disincentive is the most common was pointed out that there is not enough free time (46%), and the county, parish and village population believes that most of them hinder attend or participate in cultural events, just that there is not enough free time (43%) or a lack of the company and alone you do not want to go (31%).

On the Vidzeme region’s cultural institutions, respondents most frequently visited by Valmiera Drama Theatre, and its activity is evaluated very positively. In turn, the Night of Museums is the most visited annual cultural event.

Successfully completed accreditation for EVS projects

Young people from Vidzeme region  aged 18-30 years who are interested in intercultural education and the opportunity to participate in a European Voluntary Service projects, now can do it through  Vidzeme Culture and Art Society “Haritas” which has become an accredited EVS sending and hosting organization.

Volunteering is one of the new European Union’s education, training, youth and sport “Erasmus +” (2014-2020) components that carry out the implementation of Latvian Youth Agency for International Programs.

European Voluntary Service projects can participate only organizations which have undergone a special accreditation process.
Volunteering program is open to young people aged between 17 and 30 years, and it is an opportunity from 2 weeks to 12 months to work in one of the “Erasmus +” Member States. Volunteering project themes are very different – youth information and policy, active citizenship, social care and inclusion, the environment, non-formal education programs, information and communication technology, media, culture and creativity, development cooperation, etc.

Solveiga Boicova, Vidzeme Culture and Art Society “Haritas” Chairman of the Board: “The European Volunteering is an excellent opportunity for young people to get their first work experience, acquire new skills and knowledge and improving communication skills. Especially useful this feature is for young people who have completed high school and are unable to decide what to do next, because it allows virtually try out what it means to work in their field of interest and whether it is what he wants”.

In order to engage in voluntary work in the project, sending the young person is required to prepare the young to participate in the project as well as the support of voluntary work. Second, the need to find a host organization in the country in which the young person wants to work, and that would accept her. In the host organization can help in locating sending . in the host organization may also look for the volunteer organizations in the database http://europa.eu/youth/evs_database.

Applying for volunteer work and participation in it is free of charge. The young are covered by subsistence costs, insurance, language courses, visa costs, etc., as well as a certain amount shall be paid travel costs to the project site and back. In addition, the volunteer receives a small amount of pocket money, the amount of which depends on the country where the volunteer work place. At the end of the project Volunteering Youth Volunteer receives a passport (or Youthpass), which represents and describes the volunteer gained during the learning experience.

A democratic cultural policy – the basis for sustainable development

Vidzeme Culture and Art Society “Haritas” issued methodological materials for cultural organizations,local and national institutions to decision-makers and the public “democratic culture policy: culture as a factor in sustainable development”.

So far, the culture of planning document development experience in Latvian regions and cities are quite small and different. In most municipalities lack the cultural areas for development planning documents.

Generally, county and city development planning documents contain only certain priorities or tasks related to cultural life.But cities and counties will not be able to achieve sustainable development when making strategy will take into account only natural given resources, the existing market models citizens’ ability to work and tax payments will not be taken into account in public “cultural DNA” with which it identifies and promotes self respect and further capacity building.

Methodological material designed to share knowledge and opinions of the various cultural expert opinions, to show that every citizen can participate to help develop our own parish, county or city’s cultural strategy, which will ensure sustainable community development. In the material collected Dr.art.Baiba Tjarve, Dr.sc.soc. Anda Lake Mg.art. Agnese Hermane and Mg.art. Ilona Asare articles and advice on cultural planning, cultural strategy for cultural indicators, local communities, citizen participation, and other strategic and democratic cultural policy issues.

Continues to implement the project of cultural rights and the promotion of democracy

Vidzeme Culture and Art Society “Haritas”(Vidzemes kultūras un mākslas biedrība ‘’Haritas’’) 2014 continues to implement the project “Culture as an instrument of democracy and participatory democracy and cultural rights”.

The project will be implemented in 2014 the following activities:

  • NGOs Information Flow and counseling provision;
  • The research “Cultural consumption Vidzeme: access to culture and citizen participation in ‘’cultural activities’’ implementation;
  • Work on the Vidzeme region’s cultural organizations cooperation model development;
  • Volunteering promotion and popularization;
  • Cultural NGOs Network “European Culture Identities” and the promotion of an official network recording capabilities, the financial attraction of network operation;
  • Social cultural projects;
  • Organisational Strategy 2014- 2018th development;
  • Project publicity.

Completed activities will contribute to the sustainable development of the environment, to result-driven activities of NGOs; increase population, informal groups and non-governmental organizations participating in the political process efficiency of local, regional and central level of government.

2014 work programs  total cost is 26 € 666.66, of which 24 000, 00 euro are the EEA Financial Mechanism.

Youth organizations introduce youth from the Valmiera with work of nongovernmental organizations

From the 7th till 13th of October in Valmiera is organized Career week 2013 “I will be…Do you know who you will be?” („Es būšu…Vai zini, kas būsi Tu?”).

During it on the 7th of October 5:00 a.m. in the Valmiera shopping centre „Valleta” was opened an exhibition about the possibilities how to spend the free time in the educational institutions of Valmiera and visitors also had the opportunity to personally get to know and meet with the most active Valmiera youth organizations/associations: Vidzeme Culture ans Art Association “Haritas” (Vidzemes kultūras un mākslas biedrība „Haritas”), Valmiera Youth council (Valmieras Jauniešu dome), Valmiera Red Cross Youth department (Sarkanā Krusta Jaunatnes Valmieras nodaļa), AIESEC Valmiera committee (AIESEC Valmieras komiteja) and the Youth idea laboratory of VNF (VNF Jauniešu ideju laboratorija).

The aim of the afternoon of Youth organizations is to introduce young people and other interested persons with their organization work and show that in Valmiera Youth have different possibilities how to spend their free time also outside their educational institution.To introduce with our organization and possibilities to get involved as volunteers and trainees (students) in different projects and activities that we offer for Youth, Vidzeme Culture and Art Association “Haritas” gave an information about Association, it’s realized and actual projects and activities, and also there were organized creative workshop where young persons get involved in an “Attraction of Socks” and in creative way learned about one of art forms – sculptures, and also improved their storytelling and communication skills.

Opening event of the Project „Conversations about a culture in Vidzeme with tea and pancakes”

On 27th of September in tavern-pizzeria “Liepziedi un Rozmarīns” (“Linden blossom and Rosemary”) Vidzeme Culture and Art Association “Haritas” organized an opening event of the project „Conversations about a culture in Vidzeme with tea and pancakes”.

In the event next to the cup of tea was possible to learn more about the work of Association “Haritas”, next to the pancake plate the guests were introduced with main planned activities and results of the project “Culture as instrument for implementation democracy, participatory democracy and rights for culture” and as additives was hailed jam and discussions about the theme „Culture as important source of local development”.

The opening event were visited and opinion about the role of culture in Vidzeme and future opportunities for cooperation were discussed by representatives of different fields, institutions and organizations, such as – Organization “Iespēju tilts”, Valmiera Museum, Valmiera region community foundation, newspaper “Liesma”, NGO “Balta daba”, Valmiera Culture centre, Valmiera music school, Valka district council, Valmiera integrated library, Gulbene district council, Valmiera disabled Society “Atspēriens”, Valmiera Youth centre “Vinda”, Valmiermuiža culture association and Beverīna craftsmen association.

As a result of the project “Culture as instrument for implementation democracy, participatory democracy and rights for culture” is planned to enhance the circulation of information about NGO sector, to improve the capacity and knowledge of Vidzeme region NGO’s, to promote understanding about civic participation, to promote voluntary work, to develop informative and analytic materials and also to implement number of different culture initiatives and social culture projects.

Haritas  in Valmiera City Festival

On the 10th of August when the Valmiera City festival was happening also Vidzeme Culture and Art Association “Haritas” was involved in the organization of activities for children and youth. Activities took place in Vecpuišu Park (“Bachelor Park”) in collaboration with Valmiera Youth Centre “Vinda” and other youth organizations.

Association “Haritas” give an opportunity for Valmiera City festival guests to engage in a creation of common paintings – “Valmiera Festival Painting” and “Valmiera Green Painting”. Mostly in this activity participated children and youth but also there were adults and elderly who wanted to put a part of them in creating process of the paintings. As told the participants of the activities, in paintings they portrayed things that they associate with Valmiera and how they see the city and its inhabitants.

After processing of paintings and settlement for place where the paintings could be deployed, we will inform about the opportunity to see paintings, so, perhaps, you could again see also your painted part of this collaborative art!

Vidzeme Culture and Art Association „Haritas” will implement the project to promote cultural rights and democracy

Vidzeme Culture and Art Association “Haritas” has started the project “Culture as instrument for implementation democracy, participatory democracy and rights for culture”.Project will be implemented in Vidzeme planning region to promote using culture as instrument in realization of democracy, participatory democracy and rights for culture.

The main activities planned for the project in year 2013:

  • Circulation of NGO information and consultations;
  • Development of Association’s Strategy and Action plan 2014 – 2018;
  • Development of materials “Forming democratic cultural policy”, “Democratic culture: the right to culture and public participation” and implementation seminars;
  • Promotion of voluntary work, popularization in local and international level;
  • Broadening and development of Culture Organization Cooperation Network “European Culture Identities”;
  • Work on the development of cooperation model of Vidzeme region culture organizations;
  • Development and implementation of social culture projects and initiatives;
  • Development of “ABC of civic participation”;
  • Project publicity.

As a result of the project is planned to enhance the circulation of information about NGO sector, to improve the capacity and knowledge of Vidzeme region NGO’s, to promote understanding about civic participation, to promote voluntary work, to develop informative and analytic materials and also to implement number of different culture initiatives and social culture projects.

The total costs of project for 2013 is 9 273,03 LVL of which 90% or 8 345,73 LVL is from EEA financial mechanism.

Vidzeme Region Cultural workers conference held in Valmiera

21st September at Valmiera cultural center Vidzeme cultural workers conference was held. The conference was organized by Vidzeme Culture and Art Association “HARITAS” in framework of Project “For United and Civic Vidzeme Region”, supported by the Ministry of Culture.

Aim of the Conference was to raise awareness of the challenges and opportunities that exist in the Vidzeme region’s cultural work, and to find a consensus for developing Vidzeme region’s cultural institutions and organizations long-term cooperation model.

The conference was opened by the Head of Valmiera City Education, Culture and Sports Committee Ieva Stiģe, encouraging conference participants to take into consideration how broad and spacious is the concept – culture. Valmiera City Public Relations and Tourism Deputy Head of Unit Līga Tarbuna talked about examples of good practice in cooperation between Valmiera City, cultural institutions and NGO sector. Vidzeme planning region’s cultural expert Olita Landsmane presented cultural management, coordination and development trends in the Vidzeme planning region, demonstrating the progress of culture in Vidzeme.

Vidzeme Culture and Arts Association “HARITAS” director Solveiga Boicova presented results of Vidzeme cultural workers previous workshops’ (Madona, Valka and Aluksne) – summary of the ideas, recommendations and suggestions to improve the work culture of Vidzeme, as well as ideas for long-term cooperation model. It was concluded that this work is at an early stage, because of huge amount of participants who proposed to extend the discussions involving specialists in the cultural circle. It was decided that all created and collected materials during the project will be sent out to all workshop participants and to all conference participants to enable everyone to participate in knowledge replenishment and improvement. Also decided to establish a working group from the Vidzeme cultural workers who express the desire to continue working with the document projects planned for the Ministry of Culture and the Ministry of Vidzeme planning region.

An active part in event took Vidzeme Planning Region Head of Administration Guna Priede-Kalniņa and project manager Ina Miķelsone with their suggestions, solutions and evaluations.

Aim of the Project “For United and Civic Vidzeme Region” aim is to strengthen the traditional and non-traditional forms of civic participation Vidzeme’s region population and to improve civic education in the Vidzeme region, through formal and non-formal education methods. Project activities included a competition for young people about integration issues, information days about participation opportunities for young people in the region, state and Europe, also Non-governmental organizations could use possibility to attend free consultations in various issues at culture field.

The project is being implemented by the Ministry of Culture State budget under the “Non-governmental organizations support for integration” program.

Valmiera youth organization afternoon provides interesting culture ideas

20th of September in Valmiera castle-ruins event „Valmiera youth organization afternoon” took place. It was also attended by Vidzeme Culture and Art Association „HARITAS”. Event gave for every visitor an opportunity to get to know more about Valmiera youth organizations in attractive ways.

As before this event only small amount of visitors had information about youth organizations in Valmiera, this activity gave extra value to event and investment in organizations and informal groups actualization and awareness. “Youth organization afternoon” showed that common activities for different youth organizations and youth are needed in future to promote mutual cooperation and co-responsibility for what is happening around, as well as to successfully involve in organization activities local community, especially youth. Association “Haritas” offered visitors possibility to engage in interesting and attractive “sock” activity, in which was possible to refresh childhood memories associated with sculpture and plasticine. Young people were invited to express their creativity and cultural ideas.

By summarizing submitted ideas, it was found that young people in Valmiera wants to see and visit a variety of attractive and interesting events. Dominating desire was for theatrical activities, such as Valmiera Drama Theatre and actors’ involvement in young people training in acting; creating theatre school in collaboration with Valmiera Drama Theater; Theater days and outdoor theater. Youth expressed a desire to have more concerts, festivals, games and sport days for children and youth. As untraditional ideas were mentioned – baby sports games, street performers’ events (singers, painters, dancers, etc.), music days, sport activities, song and dance festival, flash mobs, and cooking schools. A wish came from youth organization representative’s side – to organize a joint tour and friendship evening for youth organization leaders and active fellows.

Youth organization event was organized by Valmiera Youth Center “Vinda” in cooperation with youth organizations. Vidzeme Culture and Art Association “Haritas” took part in event in framework of project “For United and Civic Vidzeme”, which is realized in the Ministry of Culture State budget under the “NGO support for integration” program.
